Diesel fuel inspection
Diesel fuel inspection is a process of quality control of goods at different stages of logistic chain, which minimizes major trade risks related to the likelihood of cargo delivered or received not according to agreed specification, not being supplied in agreed quantity or incomplete set of accompanying documents agreed between parties for diesel fuel export/import operations is issued and received.
CISS GROUP provides diesel fuel inspection services to large oil companies and international trading companies in intermediate storage facilities, factories or ports around the world.
The distinctiveness of diesel fuel inspection is that it requires special care and safety, since it is a flammable substance and belongs to the category of dangerous goods. Diesel fuel and oils shall be used only when all quality parameters meet the required specification. Otherwise, it may cause an increased fuel consumption, or can lead to breakdown of expensive engines and units. Diesel fuel can undergo various treatments and dilutions at different stages. One of the most common situations is mixing diesel fuel with kerosene. This mixture significantly reduces the lubricity of the fuel. It is possible to recognize the presence of kerosene in diesel fuel only in laboratory conditions. The second way to deceive a buyer is to sell low-viscosity marine or heating oil, and sometimes even gas condensate, under the brand name of automotive diesel fuel. Contamination (water, metal oxides, technological resins) can also arise as a result of violations of the rules for storage, transportation, pumping of oil products or intentional fraud malpractice.
Accredited inspectors and laboratory technicians from CISS GROUP carry out diesel fuel inspection at any point of the supply chain.
The main stages of diesel fuel inspection:
Incoming/outgoing diesel fuel inspection.
It is carried out during the delivery diesel fuel to storage tanks, ship / barge tanks, tank trucks, railway tank cars, elevators or port tanks, or during export from factories' warehouses. The CISS GROUP inspector will visually assess the condition of the premises for their suitability for cargo storage; will check the cargo itself, so that it is clean, transparent, not mixed with other cargo and free of foreign odors.
Acceptance of cleanliness containers / holds of vessels before loading diesel fuel.
This is a visual inspection of containers and empty holds for their cleanliness and suitability for diesel fuel transportation. The inspector carefully examines their internal surfaces, checks the integrity and condition of locks, hinges and other fasteners on the container doors, rubber seals for container doors and hold covers.
Visual control of the loading process and sampling of diesel fuel.
During loading, the inspector controls the loading of diesel fuel, confirms the gross / net weight during re-weighing; in the case of loading diesel fuel into the holds - the initial, intermediate and final check of the weight of the loaded cargo by the draft survey method, controls the fumigation process; conducts a visual assessment of the quality of the cargo, takes samples in accordance with sampling rules, forms composite samples. At the end of the loading, the inspector will seal the loaded containers or holds. He enters all the data into reports to which the client gets direct access. Note that the CISS GROUP loading inspection and sampling can be carried out around the clock on 24/7 basis.
Laboratory analyzes of diesel fuel quality.
CISS Group check the quality of diesel fuel exclusively in accredited laboratories in accordance with the requirements of agreed per contract international standards. Usually for determination of diesel fuel quality the following standard parameters are used: density, fractional composition, water content, content of mechanical impurities, mass fraction of sulfur, limiting filterability temperature, cloud point temperature, flash point, filterability coefficient, test on a copper plate, content of water-soluble acids and alkalis.
Photo and video report.
The inspector records each stage of the inspection with photos and videos. All such data contain the date and time of recorded stage of inspection. At the end of the diesel fuel inspection, CISS GROUP provides a detailed photo report of all stages of control and inspection.
Certificates.
Based on the results of the diesel fuel inspection the final certificate or reports are issued. The client can check the authenticity of the documents using a unique QR code, which is the "key" to the CISS GROUP website, where pdf versions of certificates are stored. Our certificates are protected with a digital cryptographic signature, which also guarantees their reliability and security.
Digitally signed certificates are often required by banks to verify the integrity of trading process when financing trade operations in the form of a letter of credit.
